Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of contrasting events captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are delivered from various governments. Considerable effort is devoted on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by current data. From witness perspectives, defense planes that had been dispatched to intercept incoming guided weapons streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: possibly the incoming missile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – probably Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that European nations are demonstrably unable to replace in the immediate future.
Failed Diplomacy
The 28-point plan from American leadership generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, continue.
Political Considerations
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unrealistic to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.
The issue is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until conditions improve in its favour.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
